IN THE COUNCIL ON THAT.AND I JUST WANTED TO START WITH THAT REAL BRIEFLY TO EVERYBODY IN THE COMMUNITY. I THINK A LOT OF YOU HAVE KNOWN, I'VE BEEN VERY OPEN ABOUT WHAT'S HAPPENED.
AND AND I DO HAVE IT LISTED SO I CAN TALK ABOUT IT, THE PROSTATE CANCER AWARENESS AND UPDATE.
SO I JUST WANTED TO SAY AGAIN, A REMINDER TO ALL MEN AND I'LL SAY ALL WOMEN, BECAUSE I HAVE BEEN TOLD BY WOMEN, THEY SAY WE NEED TO GET CHECKED TOO JUST TO, TO GET YOUR CHECKS. YOU KNOW, PROSTATE CANCER IS SOMETHING THAT IS VERY PREVALENT IN OUR COMMUNITY.

AND JUST LIKE CHOLESTEROL OR ANYTHING ELSE.
AND, YOU KNOW, THAT'S WHAT WAS FOUND THAT WAS ELEVATED FOR ME.
AND SO I THINK IF YOU'RE AT THE AGE OF 40 AND DEFINITELY 50, YOU NEED TO MAKE SURE THAT YOU GET SCREENED FOR THAT BECAUSE EARLY DETECTION IS KEY.

THIS PROGRAM ALLOWS INDIVIDUALS TO PAY ANY OUTSTANDING CLASS C MISDEMEANOR FINES, SUCH AS TRAFFIC CITATIONS, WITHOUT INCURRING ADDITIONAL FEES.FAILURE TO APPEAR CHARGES WILL ALSO BE WAIVED FOR THOSE WHO COME IN VOLUNTARILY TO RESOLVE THEIR CASES. BUT WHAT IS SURPRISING IS THAT OUR COUNCIL MEMBERS CONTINUED TO TAKE ACTION THAT INCREASES THE COST OF LIVING IN OUR COMMUNITY.
THE CITY HAS AN EXISTING DEBT OF OVER $200 MILLION.
YOU INCREASE THE COST OF WATER BY 67% AND THERE IS NO MORE WATER.
I SUPPOSE YOU COULD SAY THAT WE ARE PLANNING TO SOMEDAY HAVE MORE WATER, BUT MORE CONSTRUCTION MEANS MORE TAXES AND WE ARE HAVING PROBLEMS PAYING TAXES, TAXES NOW. PEOPLE ARE LOSING THEIR HOMES NOW.
UNPAID TAXES FOR ONE YEAR CAN INCREASE UP BY 39% OF WHAT YOU COULDN'T PAY THE LAST JANUARY. SO WHAT DO YOU DO NOW? YOU PROTEST YOUR PROPERTY VALUES AND REQUEST THE APPRAISAL DISTRICT TO PROVIDE YOU WITH THE INFORMATION THEY USE TO ESTABLISH YOUR VALUES BEFORE MEETING WITH THE APPRAISER.
AND YOU CAN HAVE THIS MEETING BY PHONE.
IF YOU HAVE A HOMESTEAD, YOUR VALUES MAY ONLY BE INCREASED BY 10%.

I THINK I DON'T HAVE TO EXPLAIN THE ISSUES ASSOCIATED WITH POOR LIGHTING, BUT THE CURRENT LIGHTING IS NOT IN COMPLIANCE WITH STANDARD STANDARDS REQUIRE AT LEAST A MINIMUM OF ONE FOOT CANDLE AT THE SURFACE, AND WE DON'T HAVE THAT.
WE HAD ONE INCIDENT WHERE WE HAD A GROUP OF PEOPLE THAT STOLE THE CAR AND UNDER THIS, UNDER THE DARK, THEY WERE SIMPLY LOOKING FOR VEHICLES THAT THEY COULD ACTUALLY THAT WERE ACTUALLY LEFT UNOPENED.
WE'VE HAD A SIGNIFICANT INCREASE IN KIDS.
WE'VE HAD A SIGNIFICANT INCREASE IN THE NUMBER OF PEOPLE THAT ARE WALKING THEIR KIDS, AND WE'VE HAD A SIGNIFICANT INCREASE IN TRAFFIC.
WE'VE ATTEMPTED TO GET A FOUR WAY STOP AT GINGER.
WE HAVEN'T BEEN ABLE TO GET THAT, AND IT'S STILL 30 MILES AN HOUR.
WE ALSO HAVE AN INCREASE IN I MEAN, THE OTHER DAY I THOUGHT I DIDN'T KNOW ANYBODY EVER ACTUALLY DROVE HEADERS ANYMORE, BUT THIS GUY'S GOT HEADERS AND HE'S CRUISING DOWN AT 60 MILES AN HOUR.
AND AGAIN, IT'S VERY DIFFICULT TO ENFORCE THAT BY THE POLICE.
SO IN THE PAST, I ACTUALLY PRESENTED THIS ABOUT 5 OR 6 YEARS AGO PRIOR TO COVID, I GOT A CALL FROM THE CITY MANAGER AND HE SAID, WE'LL DO THIS. IF YOU CAN TALK TO EACH ONE OF THE INDIVIDUAL HOMEOWNERS THAT HAVE RIGHT OF WAY, BECAUSE WE'RE GOING TO HAVE TO LAY A NEW LINE.
SOMEBODY IN THE SUBDIVISION HAS INDICATED THAT WITH NEW TECHNOLOGY, WE DON'T NECESSARILY NEED TO DO THAT ANYMORE.
SO I JUST INCLUDED PERHAPS SOME SPECIFIC SUGGESTIONS.
PERHAPS WITH LED LIGHTING, WE CAN PUT UP SOME DOUBLE POLE LIGHTING THAT COULD BASICALLY INCREASE THE THE WIDTH OF THE LIGHTING.
ONE THING THAT I THOUGHT WAS FAIRLY INNOVATIVE WAS I WAS INVOLVED IN A SUBDIVISION AND WHAT THEY ACTUALLY ENDED UP DOING, IN ADDITION TO ASKING THE CITY TO PUT THE THANK YOU MR., WAS TO PUT EXTERIOR LIGHTING ON EACH ONE OF THE HOUSES.

THIS IS THE LOWELL DETENTION POND AREA.
THIS WAS COMPLETED EARLIER THIS YEAR.
AND THIS ONE PROVIDES ADDITIONAL VOLUME FOR THE SUBDIVISIONS THAT ARE NORTH OF MONTE CRISTO AROUND THE LOWELL AREA.
THAT ONE ACTUALLY WAS 250,000.
THAT COST OF THE CITY VETERANS DETENTION POND.
WE DID THREE STREETS. IF YOU RECALL, DURING CONSTRUCTION, THEY WERE MAJOR HEADACHES BECAUSE OF HOW NARROW THE STREETS WERE.
BUT NOW WE HAD THE DRAINAGE FOR THEM.
WE ACTUALLY GOT SEWER AND WE HAD NO ISSUES TO REPORT THE WITH THE LAST RAINS JUNIOR POND, THIS PECULIAR PROJECT, THE MONARCH AND SPRAGUE, THE POND WAS ACTUALLY FULL THIS LAST RAIN.
BUT ONE THING TO POINT OUT IS THE SUBDIVISIONS ADJACENT.
THERE WAS ONE THAT IT GOT ABOVE THE CURB, BUT NO FLOODING WHATSOEVER.
SHOULD THE POND NOT BEEN THERE, WE WOULD PROBABLY EXPERIENCE SOME FLOODING.
I HAVE A QUESTION ON ON THESE PONDS LIKE JUNIOR, DO YOU HAVE A VOLUME THAT IT HOLDS OR WHAT? WHAT IT KEEPS OUT OF THE STREETS ON ON SOME OF THESE PROJECTS, WE KNOW EXACTLY WHAT IT IS FOR EACH ONE.
OKAY, GREAT. YEAH. IF YOU COULD JUST PROVIDE THAT. AND I JUST WANT TO POINT OUT THE OTHER STREETS. THOMPSON. AND WHAT WAS THE OTHER? COULD YOU GO BACK TO THAT SANTA MARIA JUST TO EDUCATE THE PUBLIC? THOSE THOSE STREETS? WHENEVER IT RAINED, IT WAS LITERALLY MUD.
WATER, FOLKS WALKING IN MUD AND WATER UP TO THEIR KNEES.
CAN YOU JUST TALK? BECAUSE THE PICTURES JUST SHOW STREETS.
BUT COULD YOU EXPLAIN WHAT ACTUALLY WENT ON THERE? IT WAS IT WAS A LONG IT WAS A BIG HEADACHE FOR THEM, BUT IT WAS TRANSFORMATIVE FOR THOSE AREAS.
YEAH. I MEAN, THIS PROJECT WAS A NARROW RIGHT OF WAY.
I MEAN, YOU CAN KIND OF SEE IT ON THE, ON THE IMAGE.
BUT THIS IS NOT YOUR TYPICAL CITY STREET WHERE YOU HAVE A 32 FOOT BACK TO BACK PAVEMENT. THIS WAS VERY NARROW.
WE HAD TO INSTALL THE SANITARY SEWER, AND WE ALSO HAD TO INSTALL STORM SEWER.
AND BESIDES THAT, THERE WAS ONLY ONE WAY IN AND OUT OF THE SUBDIVISION.
SO IT CONSTRAINED THE PROJECT SO MUCH THAT IT WAS VERY DIFFICULT FOR RESIDENTS TO GET IN AND OUT. AND ON TOP OF THAT, THE IT SEEMED LIKE EVERY TIME WE GOT AHEAD IN THE PROJECT, WE GOT RAINED AND WE GOT BACKTRACKED THE WEEKS.
SO IT WAS A CHALLENGE, BUT NOW IT'S VERY NICE TO SEE THEM DRY.
AND AND I REMEMBER ALSO THAT SOME OF THE DELAYS, THAT AREA HAD NEVER BEEN TOUCHED DECADES YOU WOULD SAY.
SO THERE WAS, THERE WAS ITEMS OR LINES THAT WERE COMING ACROSS THAT WEREN'T EVEN, NOT EVEN PART OF THE THERE WERE WATER LINES THAT DID NOT BELONG TO THE CITY.
THEY, THEY WERE IN THE CCN FOR NORTH ALAMO.
THERE WERE LINES THAT BROKE DURING THE PROJECT.
AND THAT EVEN COMPLICATED THE PROJECT EVEN MORE.

I BELIEVE IT WAS A 30 INCH PIPE GOING AT A VERY HIGH ELEVATION.
SO WATER NEEDED TO RISE TO A CERTAIN ELEVATION BEFORE IT CROSSED OVER.
NOW WE ACTUALLY BUILT THE STRUCTURE. SO WHERE YOU SEE WATER IN THIS IMAGE, WATER IS ACTUALLY FLOWING BELOW. SO IT HAS CONSTANT FLOW NOW.
SO IT HELPS THE SUBDIVISIONS THAT ARE JUST SOUTH OF THIS POND THAT TYPICALLY HAD THE

WATER ON THE STREETS. SO NOW IT'S FLOWING THE WAY IT'S SUPPOSED TO.UPSTREAM AT THE INTERSECTION OF HOBBES AND SECOND STREET.
THE WE WOULD TYPICALLY GET THE COMPLAINT THAT THE THERE WAS MAJOR FLOODING.
WE TOOK ADVANTAGE OF THE OPPORTUNITY WITH THE CITY OF MCALLEN HAVING A PROJECT.
SO WE DID AN IN-HOUSE DESIGN FOR SOME INLETS AND CONNECTED TO THEIR PROJECT.
AND THIS WAS JUST AROUND $50,000 FOR A QUICK SOLUTION.
THIS WAS ANOTHER DETENTION POND.
THIS WAS TAKEN LIKE THREE NO, TWO DAYS AFTER THE EVENT.
AND THERE'S A LITTLE BIT OF WATER, BUT THERE WERE STILL FLOWS.
SO THE WHOLE POINT IS KEEPING WATER OUT OF THE NEIGHBORHOODS AND IN THE PONDS.
SO THAT ENDED UP WORKING OUT VERY WELL.
THESE WERE PROJECTS THAT WERE DONE WITH IN-HOUSE DESIGN, WITH ENGINEERING AND THE LABOR WITH PUBLIC WORKS.
SO THIS FAIR HAVEN DRAINAGE EXPANSION WAS DONE A COUPLE OF YEARS AGO.
THIS ONE HELPS THE EDINBURG NORTH AREA AND THE KIMBERLY DITCH.
THIS IS JUST NORTH OF 107 ON JACKSON THAT WE WIDENED BOTH SIDES OF THE STREET.
SO WE LOOK FOR AREAS OF OPPORTUNITY ON THESE TYPE OF PROJECTS WHERE WE'LL DO THE IN-HOUSE DESIGN AND WE'LL GET PUBLIC WORKS, WE'LL DO THE CONSTRUCTION PART AND IT HELPS QUITE A BIT. THE AND FROM THIS LAST EVENT YOU CAN ACTUALLY TELL THAT I MEAN DRAINAGE DISTRICT DID WIDEN THE MAIN DRAINS.
AND THAT WAS ONE OF THE MAIN REASONS WHY WE DIDN'T FLOOD THE AS WELL STADIUM AND DAWSON PROJECT. THIS ONE WAS COMPLETED IN 22 OR 23.
AND THE THE AREA I WANT TO POINT OUT IS THE ONE ON THE CUL DE SAC ON THE RIGHT SIDE.
THOSE HOMES ON THE CUL DE SAC WOULD FLOOD EVERY SINGLE TIME THAT THAT A MAJOR EVENT HAPPENED. WE'RE HAPPY TO SAY NO REPORTING OF ANY FLOODING WHATSOEVER ON THIS AREA ENDED UP CONNECTING TO THE STREET. THE OLD KLAUSNER ON ON THE WEST SIDE, WHICH CONNECTED TO THE MAIN SYSTEM THAT WAS BUILT AS PART OF THE PROJECT.
THIS ACTUALLY SHOWS THE PROJECTS THAT WE HAVE, THE ONES WE'VE COMPLETED, SHOWN WITH STARS, BUT ALSO THE ONES THAT WE HAVE ONGOING. THERE'S A COUPLE OF GRANT OPPORTUNITIES THAT WE'RE STILL WAITING ON AND OTHER AREAS THAT WE'RE ACTUALLY LOOKING AT THOSE FUTURE PROJECTS.
SO ALL THESE DRAINAGE PROJECTS THAT WE LOOK AT, EVENTS THAT HAPPEN AND, AND THE COMPLAINTS WE RECEIVE TO KIND OF HAVE AN UNDERSTANDING ON HOW THE CITY IS REACTING, AND THAT'S HOW THESE PROJECTS COME ABOUT. ONE THING THAT WE'LL PROBABLY ASK IN THE UPCOMING YEAR OR TWO ON THE DURING BUDGET CYCLE WOULD BE THE MASTER PLAN.
LAST ONE WAS DONE IN 2015, SO WE'RE KIND OF IN THE TIME OF THAT.
BUT WHAT'S HELPING OUT IS THE COMPLETION OF THESE PROJECTS WILL GIVE US A BETTER PERSPECTIVE. THE CURRENT DRAINAGE PROJECTS WE CURRENTLY HAVE DO A LITTLE RETENTION POND, WHICH I'LL SHOW SOME PICTURES. THIS IS THE EBONY PART.
WHEN I GET INTO THE PICTURES, I'LL GO TO THAT.
WE'RE EXPECTING TO COMPLETE THIS PROJECT APPROXIMATELY IN SEPTEMBER, BUT I'LL TOUCH ON THE BASIS ON THE BASIC THINGS ONCE I GO INTO THE PICTURES.
WE HAVE THE CHAPIN POND PUMP STATION.
THIS ONE'S ALREADY. DESIGN IS COMPLETE.
WE'RE BIDDING. WE'RE EXPECTING TO BEGIN CONSTRUCTION IN JULY, JUNE, JULY IN CEDAR PHASE THREE.
THIS IS THE LAST PART OF THAT PROJECT.
WE'RE CURRENTLY IN ACQUISITION. GETTING AN EASEMENT DESIGN IS 100% DONE.
SO WE'RE LOOKING AT BIDDING THIS SUMMER.
IF WE'RE ABLE TO ACQUIRE THE PROPERTY, THAT EASEMENT QUICK ENOUGH.
VETERANS PHASE TWO, WHICH IS THE MAIN PART THE PROJECTS DESIGNED ON 90%.
THE AS SOON AS ACQUISITION IS FINALIZED, WE SHOULD BE ABLE TO BID IN THE FALL OF THIS YEAR. SUGAR. WE'RE KIND OF A LITTLE BIT BEHIND ON THAT ONE, BUT ALSO IT'S JUST THE ACQUISITION THAT'S TAKING A LITTLE BIT LONGER, BUT THE DESIGN IS AT 50%.
SO ONCE THE PROPERTY IS ACQUIRED, WE SHOULD BE ABLE TO GET IT INTO BIDDING MODE. SPRAGUE BRIDGE AND THIS ONE.
WE'RE LOOKING FOR FUNDING OPPORTUNITIES THROUGH GRANTS TO BE ABLE TO FUND THIS PART, THIS PROJECT. AND WE HAVE CHATEAU ESTATES.
WE'RE JUST SEEKING FUNDING TO COMPLETE THE SAME AS LUNA ANY HILLS DETENTION POND.
THAT'S THE PROJECT THAT WE'VE DESIGNED AT 60%.
BUT THE FUNDING MECHANISM, THAT'S WHAT'S LACKING, SO THAT WE'RE ABLE TO AT LEAST PHASE THIS PROJECT OUT.
AND THEN THE TWO THAT ARE IN GRANT, THE MODA, IOWA STATE, IS THE ONE THAT APPARENTLY HAS THE BETTER CHANCES OF GETTING FUNDED.
SO WE'RE HOPING TO GET THAT ANSWER IN THE UPCOMING WEEKS.

ON THE STORM LINE, WAS THERE AN IMPROVEMENT, LARGER DIAMETER. COULD YOU TALK ABOUT THAT LARGER DIAMETER PIPE? IT'S STILL GOING INTO THE DETENTION POND.

SO WHAT HAPPENS? THERE'S AN ENABLING LINE ALONE.

SO NOW THEY HAD TO BE REDESIGNED FOR CASTING PLAY BOXES.
AND THE AND THAT'S WHAT WE'RE WAITING ON.

AND SO WHEN OR WHEN YOU OPEN IT, THAT'S WHEN YOU REALIZE THERE'S SOMETHING IN THE WAY. THE OLDER PARTS OF TOWN, IT IS VERY DIFFICULT.

AND THE DRAINAGE LINE IS GOING BY GRAVITY, AND THERE'S ONLY SO MUCH WE CAN GO DOWN, BECAUSE THAT MEANS WHEREVER OUR DITCHES, IT'LL STOP FLOW.
RIGHT? RIGHT. SO THERE YOU WANT TO DO A BOX WHERE THE WATER CAN COLLECT AND THEN DISTRIBUTE EVENLY. RIGHT.
AND THAT'S KIND OF THE REASON I MEAN, WE'RE FLAT.
SO WE WANT TO DO DETENTION PONDS SO THAT WE'RE NOT COMPETING WITH THE OTHER AREAS THAT ARE GOING TO THE MAIN DRAINS LIKE WE DO NOW.

I KNOW THEY WERE INFORMED AT THE BEGINNING. I THINK WE HAD A GROUNDBREAKING AND WE DID FLIERS ABOUT, I MEAN, BECAUSE OVERALL THIS IS GOING TO IMPROVE DRAINAGE IN THIS AREA.
BUT LIKE ON THESE CHALLENGES, I PROBABLY HAVE A NEIGHBORHOOD MEETING OUT THERE JUST TO LET EVERYBODY KNOW, YOU KNOW, WHAT IS HAPPENING SO THAT THEY KNOW, BECAUSE ALL THEY SEE IS, WELL, NOBODY'S WORKING.
BUT OBVIOUSLY WE'RE NOT EXPLAINING THAT THERE'S, YOU KNOW, OTHER IMPROVEMENTS WERE NEEDED TO MAKE, BUT I THINK THAT WOULD BE ONE.
THE OTHER ONE IS SOME OF THESE AREAS THAT THAT ARE CORDONED OFF HERE PEOPLE ARE DRIVING THROUGH THEM. AND SO IT BECOMES DANGEROUS. SO WE I'M NOT SURE HOW WE CAN YOU KNOW, ENFORCE THAT OR BECAUSE WE DON'T WANT TO BLOCK OFF THE WHOLE STREET, BUT WE PROBABLY NEED TO FIGURE SOMETHING OUT BECAUSE PEOPLE ARE DRIVING THROUGH THEM.
AND SO IT BECOMES A LITTLE BIT DANGEROUS. YOU KNOW, AS PEOPLE ARE TRYING TO GET FROM ONE PLACE TO ANOTHER.
RIGHT? SO RIGHT NOW THE THE AREA IS ONE LANE AND BUT THERE IS ACCESS THROUGH PARK.
SO THEY COULD ACTUALLY GO IN THROUGH PARK AND IT MAKES IT A LITTLE BIT EASIER.
DURING CONSTRUCTION, THERE WERE AREAS THAT WERE STILL NOT DONE, BUT THEY ARE ACTUALLY DONE NOW, RIGHT? AND JUST TO TOUCH THE MAYOR'S POINT. IT'S AN OPEN SYSTEM, MEANING WE GET RUNOFF FROM STREETS, FROM ROOFS, FROM DRIVEWAYS, FROM YARDS.
SO THAT OPEN SYSTEM ALSO CHANNELS INTO THE OPEN DITCHES AND TO OUR WATERWAYS.

THIS IS OUR PERMIT. IT'S A PERMIT THAT WE GET FROM RIGHT NOW WE HAVE IT UNDER REVIEW.
IN MAY OF 2025. I SHOULD GET MORE OF A CLEARER PICTURE OF WHEN WE'LL GET OUR ACTUAL FULL PROGRAM OF OUR NEW BMPS.

THINGS THAT ARE ALLOWED TO GO INTO OUR DRAINAGE SYSTEM THAT AREN'T EXACTLY STORMWATER RUNOFF, FOR EXAMPLE, LIKE FIRE HYDRANTS RESIDENTIAL CAR WASHING THAT CAN ALSO GO INTO OUR DRAINAGE SYSTEM. THAT'S ALSO FINE. WHEN YOU HAVE COMMERCIAL CAR WASHING, THAT'S A BIGGER LOAD OF SOLVENTS, SOAPS AND STUFF LIKE THAT.
SO WE DO PROHIBIT THAT THROUGH OUR ORDINANCE.
THIS IS OUR GRASS TRIMMINGS AND LEAVES ORDINANCE.
SECTION OH. IT'S REITERATED AGAIN IN THE PROHIBITED DISCHARGE LIST, LISTED WITH ALL THE OTHER THINGS THAT AREN'T ALLOWED TO GO INTO OUR STORM DRAIN SYSTEM. IN SECTION YOU, WE HAVE ALL THE VIOLATIONS FOR NONCOMPLIANCE AND PENALTIES.

WE HAVE A LOT OF CONSTRUCTION IN OUR CITY.
SO THE BULK OF OUR OF OUR WEEK IS CONSTRUCTION INSPECTIONS.
YEAR TO DATE, WE'VE DONE 52 INLETS.
WE'VE INSPECTED 45 OUTFALLS GRASS SCRAPING COMPLAINTS.
WE ARE AT SIX. WE ARE PUSHING FOR A BROADER PROGRAM.

SO AS PART OF THAT PERMIT, THERE WAS THERE IS A DETAILED PLAN THAT HAS TO BE SUBMITTED TO COMPLY WITH BOTH STATE AND FEDERAL REGULATIONS.
AND THAT PLAN LISTS OUT A SCHEDULE OF DEVELOPMENT IN DETAIL AS TO THE DIFFERENT THINGS THAT WE HAVE TO DO IN ORDER TO MOVE ON TO THE NEW UNIT.
THE NEW UNIT IS SEPARATED INTO THREE DIFFERENT SECTIONS.
EACH ONE OF THOSE SECTIONS HAS TRIGGER POINTS THAT WILL ACTUALLY TRIGGER THE STAGES OR THE SEQUENCES OF THE DEVELOPMENT SCHEDULE.
