AND WHEREAS THESE RESIDENTS ARE VITAL AND INTEGRAL MEMBERS OF OUR SOCIETY, THEIR WISDOM, KNOWLEDGE, INSIGHT AND EXPERIENCE CAN BE SHARED TO ENRICH OUR COMMUNITY AND OUR LIVES.
AND WHEREAS ABUSE OF THE ELDERLY AND PEOPLE WITH DISABILITIES IN DOMESTIC AND INSTITUTIONAL SETTINGS IS A WIDESPREAD PROBLEM AFFECTING HUNDREDS OF THOUSANDS OF PEOPLE, NOT JUST IN THIS COMMUNITY, BUT ACROSS TEXAS.
AND WHEREAS ABUSE AFFECTED MORE THAN 120,069 OLDER ADULTS AND PEOPLE WITH DISABILITIES, OF WHICH 83,737 WERE CONFIRMED IN TEXAS IN 2023.
AND WHEREAS ABUSE AGAINST OLDER ADULTS AND PEOPLE WITH DISABILITIES IS GROSSLY UNDERREPORTED BECAUSE SOCIAL STIGMA, EMBARRASSMENT AND FEAR.
AND WHEREAS ADULT ABUSE AFFECTS MEN AND WOMEN OF ALL INCOME AND ABILITY LEVELS, ALL CULTURAL AND ETHNIC BACKGROUNDS IN ALL COMMUNITIES.
AND WHEREAS MANY OF THESE CASES INVESTIGATED BY ADULT PROTECTIVE SERVICES IN TEXAS INVOLVE SELF-NEGLECT, AND IT IS OUR DUTY AS CITIZENS TO REACH OUT TO THE PEOPLE IN NEED.
AND WHEREAS ELDER ABUSE IS EVERYONE'S BUSINESS.
IT IS IMPORTANT TO STRENGTHEN OUR EFFORTS TO PREVENT, REPORT AND ADDRESS ELDER ABUSE.
NOW, THEREFORE, THE MARION COUNCIL OF THE CITY OF EDINBURG, BY THE POWER VESTED IN THEM BY LAW, DO HEREBY PROCLAIM JUNE 2024 AS ELDER ABUSE AWARENESS MONTH AND URGE EVERYONE TO WORK TOGETHER TO REDUCE ABUSE AND NEGLECT OF OLDER ADULTS AND PEOPLE WITH DISABILITIES.

THE US CENSUS BUREAU HAS PEGGED 2034 AS THE FIRST TIME IN US HISTORY THAT OLDER ADULTS 65 AND OLDER WILL OUTNUMBER YOUNGER PEOPLE.
THIS FAST GROWING POPULATION IS EXPECTED TO STRONGLY IMPACT OUR FAMILIES AND COMMUNITIES.
OLDER ADULTS ARE VITAL, CONTRIBUTING MEMBERS OF OUR SOCIETY, AND EVERYONE DESERVES THE RIGHT TO LIVE FREE FROM ABUSE.
NATIONAL RESEARCH HAS SHOWN AS MANY AS 1 IN 10 OLDER AMERICANS ARE ABUSED OR NEGLECTED EACH YEAR. FOR EVERY CASE KNOWN TO PROGRAMS AND AGENCIES, 24 WERE UNKNOWN, WHERE 24 ARE UNKNOWN.
THE APS PROGRAM WILL REMAIN FOCUSED ON RAISING AWARENESS OF ELDER ABUSE ON BEHALF OF OUR PROGRAM. I WOULD LIKE TO THANK ALL OUR FIRST RESPONDERS AND ALL OUR JUDICIAL PARTNERS FOR THEIR CONTINUED SUPPORT IN HELPING APS CARRY OUT THEIR MISSION, WHICH IS TO PROTECT OLDER ADULTS AND PEOPLE WITH DISABILITIES.

YOUR PRIORITY FUNCTION IS NOT TO BUILD HIGH RISE PARKING FACILITIES.
VOTING FOR AN APPRAISAL DISTRICT BOARD WHO INCREASES OUR PROPERTY VALUES.
INVESTING IN PROJECTS THAT CONSTRUCT SPORTS ARENAS OR SOCCER FIELDS OR PROJECTS THAT ARE ARE SIMPLY POLITICAL PAYBACKS.
YOUR JOB IS TO PROVIDE BASIC SERVICE THAT PEOPLE CANNOT PROVIDE FOR THEMSELVES, AND IT SHOULD BE PROVIDED AT THE LOWEST COST POSSIBLE BECAUSE THEY CANNOT AFFORD IT.

THE US CENSUS BUREAU HAS PEGGED 2034 AS THE FIRST TIME IN US HISTORY THAT OLDER ADULTS 65 AND OLDER WILL OUTNUMBER YOUNGER PEOPLE.
THIS FAST GROWING POPULATION IS EXPECTED TO STRONGLY IMPACT OUR FAMILIES AND COMMUNITIES.
OLDER ADULTS ARE VITAL, CONTRIBUTING MEMBERS OF OUR SOCIETY, AND EVERYONE DESERVES THE RIGHT TO LIVE FREE FROM ABUSE.
NATIONAL RESEARCH HAS SHOWN AS MANY AS 1 IN 10 OLDER AMERICANS ARE ABUSED OR NEGLECTED EACH YEAR. FOR EVERY CASE KNOWN TO PROGRAMS AND AGENCIES, 24 WERE UNKNOWN, WHERE 24 ARE UNKNOWN.
THE APS PROGRAM WILL REMAIN FOCUSED ON RAISING AWARENESS OF ELDER ABUSE ON BEHALF OF OUR PROGRAM. I WOULD LIKE TO THANK ALL OUR FIRST RESPONDERS AND ALL OUR JUDICIAL PARTNERS FOR THEIR CONTINUED SUPPORT IN HELPING APS CARRY OUT THEIR MISSION, WHICH IS TO PROTECT OLDER ADULTS AND PEOPLE WITH DISABILITIES.

SO MY STANCE IS PUTTING MULTIFAMILY UNITS IN BETWEEN TWO COMMERCIAL GENERAL AREAS.
