[A. Presentation of Proclamation Recognizing November 6-10, 2023 as Municipal Court Week. [Clarice]

AND IT WILL NOW BE READ FOR THE RECORD.

YES, SIR. MAYOR. MUNICIPAL COURTS WEEK, NOVEMBER 6TH THROUGH TEN, 2023.

WHEREAS THE EDINBURG MUNICIPAL COURT HAS EXISTED SINCE AUGUST 24TH, 1926, AND SERVES AS THE LOCAL JUSTICE CENTER FOR THE ENFORCEMENT OF LOCAL ORDINANCES AND FIND ONLY STATE OFFENSES THAT PROTECT THE PEACE AND DIGNITY OF OUR COMMUNITY.

AND WHEREAS MUNICIPAL COURTS PLAY A SIGNIFICANT ROLE IN PRESERVING PUBLIC SAFETY AND PROMOTING QUALITY OF LIFE IN TEXAS, AND WHEREAS MORE PEOPLE COME IN CONTACT WITH MUNICIPAL COURTS THAN ALL OTHER TEXAS COURTS COMBINED.

THE PUBLIC'S IMPRESSION OF THE TEXAS JUDICIAL SYSTEM IS LARGELY DEPENDENT UPON THEIR EXPERIENCE IN A MUNICIPAL COURT.

AND WHEREAS THE PROCEDURES FOR THE EDINBURG MUNICIPAL COURT OPERATIONS ARE SET FORTH IN THE TEXAS OF CRIMINAL PROCEDURE AND OTHER LAWS OF THE STATE OF TEXAS, AND WHEREAS, THE EDINBURG MUNICIPAL COURT JUDGE AND CLERKS CONTINUOUSLY STRIVE TO IMPROVE THE ADMINISTRATION OF JUSTICE THROUGH PARTICIPATION IN JUDICIAL EDUCATION PROGRAMS, SEMINARS, AND WORKSHOPS. AND WHEREAS, THE CITY OF EDINBURG IS COMMITTED TO THE NOTION THAT OUR LEGAL SYSTEM IS BASED ON THE PRINCIPLE THAT AN INDEPENDENT, FAIR AND COMPETENT JUDICIARY WILL INTERPRET AND APPLY THE LAWS THAT GOVERN US AND THE JUDGES.

THE COURT PERSONNEL SHOULD COMPLY WITH THE LAW AND ACT IN A MANNER THAT PROMOTES PUBLIC CONFIDENCE IN THE INTEGRITY AND IMPARTIALITY OF JUDICIARY JUSTICE.

AND WHEREAS THE EDINBURG CITY COUNCIL RECOGNIZED THE ACCOMPLISHMENTS OF THE TEXAS MUNICIPAL COURTS AND SALUTES THEIR CRITICAL ROLE IN PRESERVING PUBLIC SAFETY, PROTECTING THE QUALITY OF LIFE IN TEXAS COMMUNITIES, AND CRIMINAL CASES FOR ALL DEFENDANTS, INCLUDING INDIGENT DEFENDANTS, AND SUPPORTS THE EDINBURG MUNICIPAL COURT IN COMPLYING WITH SUCH LEGAL REQUIREMENTS.

NOW, THEREFORE. NOW, THEREFORE, THE MAYOR AND COUNCIL OF THE CITY OF EDINBURG, TEXAS, BY THE POWER INVESTED IN THEM BY LAW, DO HEREBY PROCLAIM NOVEMBER 6TH THROUGH TEN, 2023, AS MUNICIPAL COURTS WEEK.

AND THE ACKNOWLEDGMENT AND THE AND THE INFORMATION WE'RE ABLE TO GIVE TO THE COMMUNITY.

IT'S ONLY BECAUSE EACH SINGLE PERSON COMES TO WORK EVERY DAY AND WORKS HARD.

AND I WANT TO THANK CITY MANAGEMENT AND THE CITY COUNCIL AND THE MAYOR FOR ALL THE SUPPORT THAT YOU GUYS AFFORD US, BECAUSE IT'S SOMETIMES IT'S TOUGH OUT THERE AND WE'RE ABLE TO WORK WITH THE RESOURCES WE'RE GIVEN.

OF COURSE, MUNICIPAL COURTS WEEK IS A REMINDER OF THE SIGNIFICANT ROLE WE PLAY IN THE JUDICIAL SYSTEM AND THE TIME TO RECOGNIZE THE EXCELLENT STAFF THAT I HAVE WORKING IN THE COURT. THE JOB IS NOT EASY, BUT IT IS REWARDING AT THE END.

THEIR HARD WORK AND DEDICATION IS GREATLY APPRECIATED.

WITHOUT THEM, THE COURT WOULD NOT BE ABLE TO TO MOVE IN THE DIRECTION IT HAS BEEN.

WE'VE BEEN PROACTIVE IN PROMOTING PUBLIC SAFETY AND QUALITY OF LIFE.

WE'VE IMPLEMENTED PROGRAMS SUCH AS COMMUNITY OUTREACH AND SCHOOLS, CIVIC EVENTS AND QUARTERLY OUTREACH DOCKETS IN THE EVENING, AND WE CONTINUE TO EXPLORE AND IMPLEMENT NEW PROGRAMS TO MEET THE NEEDS OF OUR CONSTITUENTS.

THE OVERALL GOAL OF OF THE COURT IS TO UPHOLD JUSTICE, TRANSPARENCY AND ACCOUNTABILITY.

ALSO, WE WOULD LIKE TO EXTEND AN INVITATION FOR FOR NEXT WEEK, TO YOU ALL AND THE GENERAL PUBLIC FOR, GET TO KNOW MUNICIPAL COURTS, MUNICIPAL COURT STAFF WITH COFFEE AND DONUTS.

WHEREAS IN 1872, J.

STERLING MORTON PROPOSED TO THE NEBRASKA BOARD OF AGRICULTURE THAT A SPECIAL DAY IN SPRING BE SET ASIDE FOR THE PLANTING OF TREES IN TEXAS.

THAT SPECIAL DAY IS THE FIRST FRIDAY IN NOVEMBER.

A BETTER TIME DUE TO THE COOLER TEMPERATURES OF THE FALL.

AND WHEREAS THIS HOLIDAY, CALLED ARBOR DAY, WAS FIRST OBSERVED WITH THE PLANTING OF MORE THAN A MILLION TREES IN NEBRASKA AND IS NOW OBSERVED LOCALLY, NATIONALLY AND THROUGHOUT THE WORLD. AND WHEREAS TREES PROMOTE HUMAN HEALTH AND WELL-BEING, ADD BEAUTY TO COMMUNITIES, IMPROVE WATER QUALITY AND QUANTITY, REDUCE THE EROSION OF PRECIOUS TOPSOIL, AND PROVIDE SHADE, CLEAN AIR, AND HABITAT FOR WILDLIFE.

AND WHEREAS TREES IMPROVE THE QUALITY OF LIFE FOR THE PRESENT AND FUTURE HEALTH, SAFETY AND WELFARE OF ALL CITIZENS BY REDUCING THE ECONOMIC BURDEN OF ENERGY COSTS, IMPROVING INTERCONNECTEDNESS TO OUR PLANET, AND RENEWAL OF AIR QUALITY ALIGNING WITH THE PILLARS OF SUSTAINABLE DEVELOPMENT.

AND WHEREAS, THE ARBOR DAY TREE PLANTING CEREMONY IS AN OUTWARD EXPRESSION OF THE COMMITMENT THAT THE CITY OF EDINBURG HAS TOWARDS MAINTAINING HEALTHIER URBAN FORESTRY BY INVESTING IN TREE PLANTING TO INCREASE SHADING, PROMOTE COMMUNITY ENGAGEMENT WITH OUR PLANET AND ENSURE EXCELLENCE THROUGH CONTINUAL GROWTH AND RESILIENCY.

AND WHEREAS, IN KEEPING WITH THE TRADITION OF TEXAS ARBOR DAY, THE CITY OF EDINBURG WILL CELEBRATE TEXAS ARBOR DAY ON NOVEMBER 3RD, 2023 BY GIVING AWAY 150 TREES TO THE COMMUNITY AND ENGAGING STUDENTS, CITY STAFF AND CITIZENS WITH THE PLANTING OF 30 TREES AROUND ESCANDON CITY SCHOOL PARK.

NOW, THEREFORE, ON BEHALF OF THE MAYOR AND COUNCIL OF THE CITY OF EDINBURG, BY THE POWER VESTED IN THEM BY LAW, I DO HEREBY PROCLAIM NOVEMBER 3RD AS ARBOR DAY AND ENCOURAGE ALL RESIDENTS TO CELEBRATE ARBOR DAY BY PLANTING AND CARING FOR TREES AND SUPPORTING EFFORTS TO PROTECT OUR TREES.

WELL, WE'RE HERE TO TELL YOU THAT WE NOW HAVE LEONEL LEO DURAN, WHO IS AN ISA CERTIFIED ARBORIST, AND THE STAFF AND I WILL BE WORKING TO BRING THE TREE CITY USA DESIGNATION BACK TO EDINBURG.

I ALSO WANT TO TAKE THIS OPPORTUNITY TO INVITE EVERYONE TO A COMMUNITY TREE PLANTING EVENT.

AS OUR CITY SECRETARY WAS MENTIONING IT.

NOW IT'S GOING TO BE HAPPENING TOMORROW, FRIDAY, NOVEMBER 3RD AT 545 AT THE ESCALON ELEMENTARY SCHOOL.

THIS IS AT 1100 EAST TRENTON.

AT THIS EVENT, THE CITY COUNCIL, ALONG WITH THE HELP OF OUR PARKS DEPARTMENT AND CITY FORESTER, WILL BE PLANTING 30 TREES AT THE DESK IN CITY PARK.

IN ADDITION, THERE'S GOING TO BE A GIVEAWAY OF 155 GALLON SHADE TREES TO THE COMMUNITY.

IT'S ON A FIRST COME, FIRST SERVE BASIS, AND ALL OF THIS IS MADE POSSIBLE BY THE APACHE CORPORATION TREE GRANT PROGRAM.

TEXAS AVERAGES OVER 3000 DISTRACTED DRIVER CRASHES IN WORKZONES EVERY YEAR.

ABOUT 14 OF THESE ARE FATAL.

EVERYONE IS RESPONSIBLE FOR SAFE PASSAGE THROUGH A WORK ZONE.

THE TEXAS DEPARTMENT OF TRANSPORTATION, ALSO KNOWN AS TXDOT, ALONG WITH CONTRACTORS THAT WORK WITH THE AGENCY, HAVE THE RESPONSIBILITY OF MAINTAINING A ROADWAY SYSTEM THAT CONNECTS TEXAS COMMUNITIES AND MOVES PEOPLE AND GOODS SAFELY AND EFFICIENTLY.

IT'S YOUR JOB TO REMAIN ALERT AND PAY ATTENTION WHILE DRIVING ON HIGHWAYS, ESPECIALLY WHILE DRIVING THROUGH WORK ZONES.

THE MOVE WITH THE MAYOR INITIATIVE ALLOWED THE CITY TO JOIN MAYORS FROM ACROSS THE COUNTRY TO DO THEIR PART IN IMPROVING HEALTH, HEART HEALTH AND REDUCING RISK FACTORS AMONG THEIR RESIDENTS BY ENCOURAGING THEM TO TAKE A FEW MINUTES EVERY DAY TO RUN, WALK, BIKE AND DO MORE.

SO I REALLY WANT TO CONGRATULATE YOU, MAYOR, AND AND ALL EVERYONE WHO PARTICIPATED IN LOGGING IN THOSE MINUTES, BECAUSE IT ALLOWED THE CITY OF EDINBURG TO BE PLACED ON THE MAP AT A NATIONWIDE LEVEL WITH THIS MOVE WITH THE MAYOR INITIATIVE.

THE EDINBURG.

WHEREAS THE EDINBURG HOUSING AUTHORITY WAS ESTABLISHED IN DECEMBER 1949 AND FOR OVER 74 YEARS HAS ENDEAVORED TO ADDRESS AFFORDABLE HOUSING AND COMMUNITY DEVELOPMENT NEEDS BY USING A COMBINATION OF LOCAL, STATE AND FEDERAL RESOURCES.

THE HOUSING AUTHORITY'S EFFORTS ALSO HELP THE COMMUNITY COMBAT HOMELESS OR PEOPLE IN IMMINENT RISK OF HOMELESSNESS.

THE COMMITMENT OF THE HOUSING AUTHORITY STAFF HAS ENSURED THAT OUR RESIDENTS NOT ONLY HAVE SAFE AND AFFORDABLE HOUSING, BUT A PLACE THEY CAN CALL HOME.

THIS HAS HELPED IMPROVE THE QUALITY OF LIFE FOR SO MANY HERE IN THE CITY OF EDINBURG.

AND WHEREAS THE EXECUTIVE DIRECTOR AND THE HOUSING AUTHORITY STAFF WORK DILIGENTLY ALONGSIDE THE BOARD OF COMMISSIONERS AND THE HUD SAN ANTONIO FIELD OFFICE AND RECOGNIZE THE IMPORTANCE OF PROVIDING AFFORDABLE HOUSING AND WHEREAS.

THE HOUSING AUTHORITY HAS BEEN RECOGNIZED FOR SUCH EFFORTS BY NAVARRO, SOUTHWEST NAVARRO, TEXAS NAVARRO, AND TEXAS HOUSING ASSOCIATION. AND WHEREAS, CURRENTLY, THE EDINBURG HOUSING AUTHORITY RUNS A SUCCESSFUL SECTION EIGHT PROGRAM THAT IS CURRENTLY ASSISTING A THOUSAND PLUS FAMILIES AND ASSISTS 325 FAMILIES UNDER ITS LOW RENT PROGRAM, THEY ARE IN THE PROCESS OF COMPLETING THE CONSTRUCTION OF 36 ADDITIONAL UNITS TO ASSIST MORE FAMILIES AND HELP ENSURE THAT THE COMMUNITY HAS MORE OPTIONS WHEN APPLYING FOR HOUSING ASSISTANCE WITHIN THE CITY.

AND WHEREAS, MOST RECENTLY, THE EDINBURG HOUSING AUTHORITY RECEIVED A COMPREHENSIVE COMPLIANCE REVIEW BY THE HOUSING AND URBAN DEVELOPMENT SAN ANTONIO FIELD OFFICE THE WEEK OF JUNE 5TH THROUGH NINTH, 2023.

THE PRIMARY FOCUS OF THE REVIEW WAS COMPLIANCE.

RATHER THAN EXHAUSTIVELY EXAMINING ANY AREA, THIS REVIEW TOUCHED MULTIPLE AREAS OF COMPLIANCE TO PROVIDE THE PUBLIC HOUSING AGENCY FEEDBACK FOR SUSTAINED COMPLIANCE. AND WHEREAS, THE HUD SAN ANTONIO FIELD OFFICE MONITORING REVIEW TEAM REVIEWED MATERIALS FROM ALL THE AGENCY'S PRIMARY PROGRAMS. THE AREAS OF COMPLIANCE REVIEWED WERE THE GOVERNANCE PUBLIC HOUSING PROGRAM, HOUSING CHOICE VOUCHERS PROGRAM, VIOLENCE AGAINST WOMEN ACT, AND SECTION THREE.

THEY INTERVIEWED AGENCY STAFF MEMBERS TO BETTER UNDERSTAND THE AGENCY'S EFFORTS TO COMPLY WITH HUD REGULATORY AND STATUTORY REQUIREMENTS.

AND WHEREAS, THE COMPREHENSIVE COMPLIANCE REVIEW FOR THE EDINBURG HOUSING AUTHORITY WAS SUCCESSFUL, REVEALING MANY BEST PRACTICES AND NO AREAS OF NONCOMPLIANCE, THE STAFF WERE FRIENDLY AND APPROACHABLE AND WILLING TO PARTICIPATE IN THE REVIEW PROCESS.

THE ATMOSPHERE OF IAHA IS POSITIVE AND THE STAFF WORK DILIGENTLY TO ASSIST PROGRAM PARTICIPANTS.

THE CUSTOMER SERVICE PRACTICES NOTED BY HUD STAFF WHILE ON SITE WERE PRAISEWORTHY.

THE REVIEW COVERED SEVERAL AREAS THAT RESULTED IN THE REVIEW OF NUMEROUS INTERNAL PRACTICES, POLICIES, AND PROCEDURES.

THE FINAL REVIEW PRODUCT NO FINDINGS OR OBSERVATIONS, AND WHEREAS THE CITY COUNCIL RECOGNIZES THE WORKS OF THE EDINBURG HOUSING AUTHORITY AND THEIR EFFORTS TO CONNECT WITH THE RESIDENTS THROUGH HOLIDAY DISTRIBUTIONS AND THE DEDICATED TIME TO IMPROVE EVERY FACET OF THEIR ORGANIZATION TO EXPAND THE PROGRAMS THEY HAVE AVAILABLE TO THE COMMUNITY.

AND WHEREAS THE UNSEEN WORK OF EACH LOCAL CHAMBER OF COMMERCE IN TEXAS REACH VIRTUALLY EVERY CORNER OF EVERY COMMUNITY.

THESE PROFESSIONALS AND VOLUNTEER LEADERS WORK IN THE SERVICE OF BUSINESS TO CREATE AN ENVIRONMENT OF PROSPERITY AND A PLACE THAT PEOPLE LOVE TO CALL HOME.

THEY WORK TO ENSURE ALL PEOPLE HAVE A CHANCE AT THE AMERICAN DREAM.

THEY ARE WORKING WITH LAWMAKERS TO CREATE STRUCTURE WHERE CITIZENS CAN THRIVE.

THEY ARE ALSO FIGHTING TO MAINTAIN A REGULATORY SYSTEM THAT ALLOWS BUSINESSES TO THRIVE AND THE LOCAL ECONOMY TO GROW, WITH WATCHFUL EYE AND PUBLIC SAFETY AND THE CONSIDERATION OF ALL PEOPLE AND WHERE IN TIMES OF DISASTER.

CHAMBERS ARE QUITE OFTEN GROUND ZERO FOR GETTING THE MESSAGE OUT AND SERVICES TO BUSINESSES TO ASSIST THEM WITH REBUILDING, REOPENING THEIR DOORS AND WORKING THROUGH A DIFFICULT TIME.

THROUGHOUT THE YEAR, WE HELD 138 CHAMBER EVENTS THAT CONNECTED 12,558 PEOPLE TO OUR BUSINESS COMMUNITY.

THROUGH OUR FESTIVALS, WE WERE ABLE TO HOST THE NIGHT OF LIGHTS PARADE FIESTA EDINBURG, TEXAS, COOKHAM UNIVERSITY DRAFTHOUSE BEER FEST WITH A WHICH ATTRACTED OVER 80,000 PEOPLE TO THE CITY OF EDINBURG, WHICH HELPS CONTRIBUTE TO OUR TAX REVENUE BASE THROUGH OUR PROGRAMS, THE EVENT PROCEEDS AND FUNDRAISING EFFORTS.

THE CHAMBER OF COMMERCE WAS ABLE TO DONATE OVER $43,500 TO UTRGV VETERANS, HIGH SCHOOL STUDENTS AND OUR AMERICAN LEGION IN THIS FISCAL YEAR ALONE.

THROUGH OUR CONTINUING EFFORTS, I'M PROUD TO SAY WE'VE BEEN RECOGNIZED AS FAVORITE CHAMBER OF COMMERCE IN THE MONITORS READERS CHOICE AWARDS IN 2020, 23, AND NINE OUT OF THE LAST TEN YEARS.

WHEREAS SINCE 1976, SAINT MATTHEW'S EPISCOPAL SCHOOL HAS BEEN A CHRISTIAN COMMUNITY, COMMITMENT TO ACADEMIC EXCELLENCE AND SPIRITUAL GROWTH FOR THE CHILDREN OF THE CITY OF EDINBURG AND THE UPPER RIO GRANDE VALLEY.

AND WHEREAS CURRENTLY THE SOUTHWESTERN ASSOCIATION OF EPISCOPAL SCHOOLS ACCREDITS SAINT MATTHEW'S, THE SCHOOL IS FOUNDED ON CHRISTIAN PRINCIPLES AND DESIRES TO ACHIEVE THE HIGHEST ACADEMIC STANDARDS.

OUR BUDGET IS OVER $400 MILLION A YEAR.

WE HAVE THE HIGHEST PAID TEACHERS IN IN THE VALLEY, AND WE HAVE OVER 34,000 STUDENTS ATTENDING OUR SCHOOLS.

HI. GOOD EVENING. MAYOR, CITY COUNCIL, WE'RE HERE TO PROVIDE SOME INFORMATION, REGARDING THE EDINBURG CISD VOTER APPROVAL TAX RATIFICATION ELECTION, EDINBURG CISD PROPERTY TAX RATE WILL BE DECREASING BY 21.71 CENTS.

AND WE ARE ASKING FOR THREE OF THOSE PENNIES THROUGH A VOTER BETTER KNOWN AS A VOTER APPROVAL TAX RATIFICATION ELECTION.

EDINBURG CISD TOTAL TAX RATE IS $1.06 FOR EVERY $100 VALUATION, AND OUR PROPOSED TOTAL TAX RATE IS 87.50 CENTS, INCLUDING THE EFFECTS OF THE VAT.

THAT'S A DECREASE OF 18.50 $0.04 OVER PRIOR YEAR.

FOR EVERY $100 VALUATION.

THESE THREE PENNIES WILL GENERATE APPROXIMATELY 6.7 MILLION TO EDINBURG ISD.

3.2 OF THAT WOULD BE COMING FROM TAX COLLECTIONS AND 3.5 FROM STATE SCHOOL FUNDING.

THESE FUNDS WILL BE USED FOR EMPLOYEE COMPENSATION FOR APPROXIMATELY 4700 EMPLOYEES AND SECURITY ENHANCEMENTS FOR OUR CAMPUSES.

SO WHEN DID YOU DECIDE THERE WAS A NEED FOR A CULTURE CENTER OR HIGH RISE PARKING?

WHEN DID THIS COUNCIL DECIDE WHICH? I KNOW THIS WAS BEFORE YOUR TIME, BUT IT'S IN YOUR LAP NOW.

BUILDING A SPORTS ARENA OR GIVING ONE, ONE HOSPITAL $10 MILLION WITHOUT ASKING THE VOTERS TO VOTE FOR IT.

THESE QUESTIONS BECOME EXTREMELY IMPORTANT WHEN THESE THOSE PAYING THE BILLS ARE LIVING IN POVERTY.

IT BECOMES IMPORTANT THAT ELECTED OFFICIALS SELECT PROJECTS THAT WILL BENEFIT THE PEOPLE.

DO NOT FORGET THAT THE ELECTED OFFICIALS ARE PLEDGING THE REVENUE FROM THE HOMES OF THEIR RESIDENTS.

IF THE PEOPLE CANNOT PAY, THEY RISK LOSING THEIR HOMES FOR A PROJECT THEY DID NOT APPROVE.

WE NEED TO MAKE IT CLEAR THAT WE DO NOT WANT YOU TO INCREASE OUR DEBT, DO NOT PUT OUR HOMES AND BUSINESSES IN JEOPARDY BECAUSE YOU WANT TO PAY A POLITICAL DEBT OR WHATEVER IS CAUSING THIS.

AS YOU KNOW, THE EDINBURG CISD HAS DECIDED TO PLACE A TAX INCREASE ON THE BALLOT.

THE PEOPLE OPPOSING THIS ACTION BECAUSE THE STATE WILL COMPENSATE THE SCHOOL FOR ANY LOST REVENUE.

SO I'M HOPING EVERYONE WILL VOTE FOR THE $100,000 HOMESTEAD AND VOTE NO FOR THE SCHOOL DISTRICTS, BECAUSE THE STATE IS GOING TO MAKE SURE THAT THEY DO NOT LOSE MONEY.

THEY'RE ALSO PAYING EACH EMPLOYEE IF IT PASSES, I BELIEVE IT'S $1,000.

AND SO WE GET TO KEEP PAYING.

THE TAX RATE IS ONLY ONE HALF OF THE ISSUE.

THE TAXING BODY, LIKE ALL THE OTHER BODIES, WILL VOTE TO SUPPORT THE EXISTING APPRAISAL DISTRICT BOARD AND THEREFORE PROPERTY VALUES WILL CONTINUE TO INCREASE. THE PUBLIC HAS BEEN ABLE TO PUSH THE LEGISLATION INTO LIMITING THE TAX INCREASE TO 3.5%, AND LIMITING THE APPRAISAL DISTRICT MEMBERSHIP FOR FOUR YEARS.

I DON'T SEE MOST OF THE TIME ANYONE FROM THE PUBLIC WITH THEIR NAME ON THAT LIST.

IT'S ALWAYS THE SAME ONES.

LITTLE BY LITTLE, THE PUBLIC IS PLACING LIMITS ON YOUR ABILITY TO SPEND.

BECAUSE YOU'RE SPENDING IS INCREASING POVERTY.

YOUR ABILITY TO TAX IS BEING USED TO DECIDE WHETHER BUSINESSES WILL SUCCEED OR WILL FAIL.

SO HOPEFULLY THE CITY TAKES A PROACTIVE APPROACH PRETTY SOON TO GIVE US OR GRANT US A SEWER LINE.

THEY DO HAVE A CURRENT WATER LINE.

THE NEAREST, LINE THAT THEY CAN CONNECT TO IS OFF ALBERTA.

ONE OF THE ISSUES THAT DID COME UP WAS A DRAINAGE, THAT THEY MENTIONED AT THE LAST PUBLIC COMMENT.

SO WE WOULD LIKE TO ADDRESS THAT.

THEY ARE CONNECTED TO OUR MAIN DRAIN JUST NORTH OF THIS DRAINAGE EASEMENT.

UNFORTUNATELY, THE DRAINAGE EASEMENT IS DEDICATED BY PLAT AS TO BE MAINTAINED BY THE OWNERS, WHICH WE HAVE ALREADY STARTED TO ASSIST THAT, IN THE PICTURE YOU CAN SEE WAS AN ACTUAL PICTURE OF LAST WEEK.

THAT EASEMENT IS ACTUALLY FENCED IN.

SO WE DO NOT HAVE ACCESS TO THAT.

THAT'S FENCED IN BY THE PROPERTY OWNER, WHICH IS HIS RIGHT.

FOR THAT, WE'VE ALREADY FINISHED THE, PROCUREMENT.

WE'RE STARTING THE PROCUREMENT FOR THIS.

ALL PLANS HAVE BEEN COMPLETE.

THOSE WERE THE MARKS THAT, THE GENTLEMAN IN THE PUBLIC OFFICE DID BRING UP.

WE WERE ABLE TO IDENTIFY THE THE FUNDING FOR IT.

WE WERE MET WITH OUR FINANCE DIRECTOR AND TRYING TO FIND OUT ON THE COST SAVINGS ON SOME OF THE AREAS THAT WE HAVE AND SOME OF THE BOND FUNDING THAT WE HAD CURRENTLY.

SO RIGHT NOW FOR THE SEWER LINE, THE MANHOLES AND THE PAVING, WE'RE LOOKING AT A TOTAL OF $358,000.

WE HAVE ALREADY STARTED THE PROCUREMENT PROCESS FOR THIS.

SO I WILL BRING YOU THE AWARD, IF NOT THE FIRST MEETING IN NOVEMBER.

FOR SURE. THE SECOND MEETING OF NOVEMBER FOR THAT AREA.

THE REASON WE COULDN'T IDENTIFY THE FUNDING IS WE'RE WAITING FOR OUR NEW FINANCE DIRECTOR.

WE CONSOLIDATED ALL THE PROJECTS AND FINDING WHERE WE HAVE THAT ADDITIONAL FUNDING FOR THIS PROJECT.

SO THOSE ARE THE NEWS THAT I DO HAVE FOR SHALOM DRIVE.

SO WHAT IS THE TIMELINE TO SO RIGHT NOW, IF WE CAN, FOLLOW THE THE PROCUREMENT PROCESS WE'LL BE BRINGING FORWARD, I WOULD SAY, THE SECOND MEETING OF NOVEMBER, 4 OR 5, ABOUT 2 TO 3 WEEKS FOR CONTRACT AND SIGNAGE.

AND THEY CAN START WORK WITHIN FOUR WEEKS.

AND WHEN WE'RE LOOKING AT HOW LONG WILL IT TAKE BEFORE THEY HAVE ACCESS TO SEWER? I WOULD SAY IT WOULD BE 7 TO 8 MONTH PROCESS.

AND AT THAT POINT, WE'LL NOTIFY THE RESIDENTS SO THAT THEY CAN HIRE PLUMBER TO CONNECT AND CORRECT.

CURRENTLY GLEN ROAD, SECTION THAT WE'RE TALKING ABOUT IS BETWEEN MONTE CRISTO AND DAVIS.

THE CURRENT SERVICES ARE, FIRE, POLICE, WATER, TRASH, DRAINAGE, STREETS, STREETLIGHTS, CODE ENFORCEMENT, ACCESS TO ALL PARKS, AND ACCESS TO THE LIBRARY.

RIGHT NOW, WE STARTED THE PROJECT DEVELOPMENT.

AND THESE ARE THE PRIMARY COST FOR THAT, PHASE ONE, WHICH INCLUDES ALL THE PROJECT DEVELOPMENT, GEOTECHNICAL, ENVIRONMENTAL SURVEYS AND SO FORTH.

WE'RE LOOKING AT A COST OF $1.5 MILLION.

PHASE TWO WOULD BE THE RIGHT OF WAY ACQUISITION THAT WOULD BE NEEDED, TO ADD ALL PUBLIC INFRASTRUCTURE AND WIDENING THE ROADS.

WE ARE ESTIMATED AT ALMOST $3.1 MILLION.

PHASE THREE WOULD BE THE CURRENT ELECTRICITY AND GAS RELOCATIONS.

SO WE ACTUALLY BROUGHT THAT DOWN TO NOT VERY MUCH AT 300,000.

PHASE FOUR WOULD BE THE ACTUAL ENGINEERING DESIGN FOR THE AREA.

WE'RE AT 2.5.

A PHASE THREE WOULD BE THE CONSTRUCTION MANAGEMENT OF THE PROJECT WOULD BE THE REVIEW FOR THE PROJECT.

SO WE ESTIMATED AT ABOUT 158.

AND PHASE SIX WOULD BE THE ACTUAL CONSTRUCTION OF ALL TO BE COMPLETE ALL AREAS.

WE'RE LOOKING AT ABOUT $15 MILLION, 15.8 MILLION IN TOTAL, WHICH INCLUDES WATER, SEWER, WATER.

I'M SORRY, WATER IS PART OF NORTH ALAMO, SO THEY DO PROVIDE THE SERVICE.

SO WE WOULD HAVE A CITY SEWER, NEW DRAINAGE, NEW STREETS, CURB AND GUTTER SIDEWALKS AND SO FORTH.

IN TOTAL, ALL PHASES.

THAT WOULD BE AN ESTIMATED 2023, ALMOST $23.5 MILLION, FOR TOTAL BUILD OUT OF THE AREA.

SO WITH YOUR BLESSING, WE WILL PUT THIS ON OUR FIVE YEAR CIP PLAN.

FOR THE PROJECT DEVELOPMENT AT THIS POINT.

I KNOW THE ROADS IMPORTANT TO WIDEN, BUT IF THE ROAD IS NOT WIDENED, COULD THERE BE AN OPTION TO PROVIDE SEWER AND DRAINAGE, KEEPING THE ROADWAY THE SAME? I MEAN, I LIKE TO KEEP THIS PLAN AS A MASTER PLAN, BUT, I THINK ONE OF THE MAIN COMPONENTS OF THE RESIDENTS THAT WERE HERE WAS, KIND OF LIKE SHALOM CIRCLE.

THEY DON'T HAVE ACCESS TO SEWER.

WE COULD WITH TO LEAVE IT.

BUT WHAT WHAT IS VERY IMPORTANT, WE WOULD STILL NEED TO DO THE RIGHT OF WAY ACQUISITION, BECAUSE THERE IS NO ADDITIONAL RIGHT OF WAY IN THE AREA.

AND THAT WOULD BE A REQUIREMENT TO ADD THAT SECTION FOR, SEWER IS TO GET THAT THAT RIGHT OF WAY.

SO ULTIMATELY, IT WOULD BE IN OUR BEST INTEREST TO ACQUIRE ALL THE RIGHT OF WAY, AND WE WOULD STILL NEED TO DO ALL THE, PHASE ONE FOR IT TO ACTUALLY SEE THE ALIGNMENT AND HOW IT WOULD WORK.

AND WITHOUT BUILDING THE ROADWAY.

YES. THE OTHER ITEM THAT WE WANT TO BRING BACK IS, TO CHANGE THE CLASS OF THE ROADWAY CLASSIFICATION FOR THIS ROADWAY.

RIGHT NOW, IT'S, AT 80 FOOT RIGHT OF WAY.

WE WANT TO BRING IT DOWN TO, ABLE TO ACCOMMODATE A 36, BACK TO BACK ROADWAY.
